  1. In the 60s, I was a technician repairing crypto equipment at SRF Subic for ships and shore commands involved in ‘Nam.

    Robert McNamara was SecDef at the time and felt it was his duty to bring the war to a successful conclusion at minimum cost.

    Toward that end, he instituted a draconian, or perhaps Spartan-like approach to purchasing and stocking of spare parts, which became known as the “eat-down” policy. 

    His stubborn and pecuniary short-sightedness resulted in critical shortages and long waits for replacement parts, often no more than a simple diode or 10-cent resistor. We substituted, cannibalized, and gerry-rigged gear to get it back on line however we could.

    Military services developed a motto, a parody of Churchill’s “Never in the field of human conflict was so much owed by so many to so few”:

    “We, who have done so much with so little for so long have convinced McNamara that we can continue to everything with nothing forever.”

    I suspect we were plagiarizing a bastardization of the Churchill epic utterance from sometime in the late 40s or early 50s, possibly USMC in origin.

    1. My Dad got a letter from Truman on his discharge from WWII that had something similar to the Churchill quote, but point noted.
