The U.S. Agency for International Development (USAID) quietly funneled thousands of viral samples — including potential ancestors of COVID-19 — to the now-infamous Wuhan Institute of Virology (WIV) without a formal agreement, documentation, or even a contingency for U.S. access, The Daily Caller reported.
The shocking details, buried in documents obtained through a Freedom of Information Act (FOIA) lawsuit by the nonprofit U.S. Right to Know, show USAID shipped 11,000 virus samples from China’s Yunnan Province — home to some of the closest known relatives of the COVID-19 virus — directly to the WIV, the epicenter of the global pandemic.
According to internal sample disposition records obtained by Daily Caller, USAID’s PREDICT program—run by EcoHealth Alliance and University of California-Davis—facilitated the storage and long-term custody of over 11,000 virus-laden samples in Chinese laboratories.
Shockingly, there was no formal partnership agreement with the Chinese labs and no clearly defined safeguards to prevent misuse or diversion of these high-risk biological materials.
Among the documented locations was the now-infamous Wuhan Institute of Virology, where:
3,000 human samples, including blood serum and viral transport medium, were being held.
6,380 bat samples and 1,671 rodent samples were stored under lock and key.
The U.S. Agency for International Development (USAID) shipped thousands of viral samples to a lab in Wuhan over the course of a 10-year program even though it had no formal agreement with the lab in place, according to previously unreported documents.
The documentsshow that USAID funded the exportation of 11,000 samples from Yunnan Province, where some of the closest relatives of the COVID-19 virus circulate, to Wuhan, the epicenter of the pandemic, with no apparent plan for ensuring the samples were not misdirected to bioweapons and remained accessible to the U.S. government.
A $210 million USAID public health program called PREDICT, steered by the University of California-Davis, collected viral samples in countries throughout the globe but lacked long-term storage when funding dried up, according to rudimentary plans in 2019.
USAID’s sample dispensation plan for China is sparse: “No need [sic] information from Yunnan. They were never an official lab partner for PREDICT. All samples they helped collected [sic] are sent to, tested, and stored in Wuhan.”
The “lab” refers to the Wuhan Institute of Virology (WIV). WIV was a close partner of USAID contractor EcoHealth Alliance and a slated partner for a PREDICT-like program supported by the State Department. The lab has poor biosafety practices and ties to the People’s Liberation Army (PLA).
Foreign assistance done right can advance our national interests, protect our borders, and strengthen our partnerships with key allies. Unfortunately, USAID strayed from its original mission long ago. As a result, the gains were too few and the costs were too high.
Thanks to President Trump, this misguided and fiscally irresponsible era is now over. We are reorienting our foreign assistance programs to align directly with what is best for the United States and our citizens. We are continuing essential lifesaving programs and making strategic investments that strengthen our partners and our own country. This is yet another promise made and delivered to the American people.
The move came after the U.S. Court of Appeals for the 4th Circuit decided that President Donald Trump would likely “prove that the DOGE’s effort to dismantle USAID did not violate the Constitution.”
Congress did not establish the USAID. President John F. Kennedy formed the agency by executive order in 1961.
That is the difference between the USAID and other departments. For example, President Donald Trump cannot dissolve the Department of Education because its formation went through Congress.
According to an internal memo obtained by Fox News, the State Department will take over the USAID’s remaining operations and programs:
Now, the State Department is poised to officially take on USAID programs as part of a merger that aims to streamline operations to deliver foreign assistance, the memo said. It also will result in cuts for thousands of USAID employees.
“By bringing USAID’s core life-saving and strategic aid programs under the umbrella of the State Department, this Administration will significantly enhance the efficiency, accountability, uniformity, and strategic impact of foreign assistance programs — and ensure that our nation and President to speaks with one voice in foreign affairs,” Jeremy Lewin, who is performing the duties of USAID Deputy Administrator for Policy and Programming & Chief Operating Officer, said in a Friday statement to Fox News Digital.
The administration will cut a total of 4,650 personnel from USAID.
Between now and July, the State Department “will assess staffing requirements to proceed with an independent hiring process.”
The department will allow eligible USAID employees to “apply for those positions as remaining USAID personnel move to shut down or transfer USAID operations to the State Department.”
DOGE targeted USAID in late January. Elon Musk and others discovered massive fraud and waste within the agency that had a budget of over $50 billion.

Omar, the first Somali American congresswoman, has a record of advancing a Somalia First agenda while in office, seeming to view her job in Congress as representing the interests of her home country. “While I am in Congress, no one will take Somalia’s sea,” Omar once declared in Somali, according to an English translation. “The lady you sent to Congress is on this, and she is as cognizant of this interest as you are.” Omar, who was addressing her Somali American constituents in response to a dispute over Somalia’s waters, reportedly said, “The U.S. government will do what we ask it to do. We should have this confidence in ourselves as Somalis.”
So it’s no wonder why she went ballistic about USAID’s funding freezing. Through USAID, the United States is the single largest donor of humanitarian aid in Somalia. Since fiscal year 2022, USAID has sent Somalia massive sums of taxpayer money, nearly $2.3 billion to date, including direct cash transfers to Somali families in need, who receive monthly payments and vouchers for a period of time.
USAID allegedly funded a $310 million project in 2016 for a Palestinian cement factory. This project, managed by a company called Sanad, was accused of aiding Hamas in constructing their extensive tunnel network in Gaza, as per posts on X.
2. Hezbollah Support:
There have been claims that USAID funding indirectly supports Hezbollah through the Lebanese Armed Forces (LAF), which some assert are influenced by Hezbollah, though direct evidence in public reports is sparse.

Worldwide Censorship:According to some reports, USAID has been linked to funding projects that critics argue are used for censorship or control of information, particularly through support for media projects in countries like Ukraine, which sparked debates about media independence and U.S. influence over global journalism.
4. Funding Terror Organizations via NGOs:
USAID has been criticized for funding NGOs with known or suspected ties to terrorist organizations like Lashkar-e-Taiba, Hamas, and Hezbollah. For instance, there are reports of USAID money going to organizations linked to these groups through intermediaries.

Just 10 days before the October 7, 2023, Hamas attack, USAID funded $500,000 to address sectarian violence in Israel, which some critics saw as misallocated or ill-timed funding.

People need to go to prison for these misallocations of taxpayer funds.

The Trump Administration not only cut “environmental justice” programs at the Environmental Protection Agency, they put nearly 200 staffers on leave.
According to reports, the staffers were called into a meeting on Thursday afternoon where they were informed that they were being placed on leave.
“Effective immediately, you are being placed on administrative leave with full pay and benefits. This administrative leave is not being done for any disciplinary purpose,” the email stated, according to Politico.
“Career staff made determinations on which Office of Environmental Justice employees had statutory duties or core mission functions,” EPA spokesperson Molly Vaseliou said in a statement. “As such, 168 staffers were placed on administrative leave as their function did not relate to the agency’s statutory duties or grant work. EPA is in the process of evaluating new structure and organization to ensure we are meeting our mission of protecting human health and the environment for all Americans.”

Sen. Ted Cruz, R-Texas, slammed the U.S. Agency for International Development after The Daily Signal highlighted its longstanding partnership with the leftist funding network established by Hungarian American billionaire George Soros.

White House press secretary Karoline Leavitt condemned the “insane priorities” that USAID has funded, mentioning “$1.5 million to advance DEI in Serbia’s workplaces, $70,000 for a production of a DEI musical in Ireland, $47,000 for a transgender opera in Colombia, $32,000 for a transgender comic book in Peru.”
“I don’t know about you, but as an American taxpayer, I don’t want my dollars going towards this crap,” Leavitt added.
Leavitt’s remarks echo the White House’s policy against funding woke projects. As the now-rescinded memo from the Office of Management and Budget put it, the administration aims to stop funding “Marxist equity, transgenderism, and green new deal social engineering policies.”
